The subject error will occur if you installed the Q323172 hotfix on a server that was NOT running Certificate Services.

To workaround this problem:

1. When you receive the error message, change the path to %Windir%\System32\Dllcache and press Retry.

2. If SFCQuota is set to 0 and %Windir%\System32\Dllcache does NOT exist, you must download the full version of your service pack, W2kSPn.exe, where n is the service pack that is currently installed.

3. Open a CMD prompt and type:
w2kspn.exe /x
Extract the Service Pack to a spncab folder.

4. Install Certificate Services. When you receive the error message, change the path to the spncab folder.

NOTE: After Certificate Services is installed, you must apply the Q323172 hotfix.
